Eastern Kern County OHMVR Acquisition: The OHMVR Division proposes purchasing 59 ReNu parcels totaling 28,275 acres using Southern California Opportunity Purchase Funds approved by the California State Legislature and Governor in the 2010/2011 Fiscal Year Budget Act. The California Public Works Board is responsible for approving the acquisition. The Acquisition and Development Division of CDPR would process the land transfer documents after Public Works Board approval. This proposed acquisition will consolidate a mix of public and private lands into all public lands.

A letter in support of the acquisition has been submitted.

There are three pieces of legislation (2 federal and 1 state) that will be of benefit to OHV recreation.  Two of the bills have passed their first hurdle - they have received a committee hearing and been reported out favorable.  There are still a number of obstacles that could derail these bills.

For a little review, a bill becomes law when it is reviewed and passed by the House and Senate and sent to the president for signature (or veto).  For example, look at H.R. 1676, To designate the Johnson Valley National Off-Highway Vehicle Recreation Area.

Technology and web-based information continue to evolve.  Previously noted, I have been shifting more of my project tracking and reporting about meetings and information management to websites and agencies are beginning to employ technology with an increase in the number of webinars and conference calls in place of face-to-face meetings.  

After four webinars and one 2-day meeting, the Bald Mountain project in the Sierra National Forest is taking shape.  A draft Environmental Assessment should be ready for public comment in April/May timeframe.

While two short road sections will be closed, those routes have been closed to the public for more than 20 years due to proximity of the route to a stream with endangered fish.  There are other routes within the project area but they are not under discussion.

Eldorado Travel Management: A Draft Supplemental EIS concerning 42 high-elevation routes in the Eldorado NF has been released for public comment. Initial information from the Forest Service indicated that a minor modification of standards and guidelines would clear a majority of the routes for re-opening. However, the public meetings indicate that extensive mitigation work will be required before routes can be opened.

For the past year, most of the action has been through webinare and review of on-line information.  The RIT reviewed the proposed actions during their Dec 4-5 meeting. Language changes were provided and priorities were assigned. The information collected will be consolidated and re-submitted to RIT members for additional review and corrections.

For a review, the Recovery Implementation Team are appointed members representing federal, state and local governments and representatives of stakeholders groups. Their charter is to review the proposed actions contained in the Desert Tortoise Recovery Plan developed by the U.S. Fish and Wildlife Service.

Some of the proposed actions (and more contentious) involve grazing, roads and trails, predator control (ravens, coyotes, and free-roaming dogs), property acquisition, and invasive species control. The complete list contains over 30 proposed actions in these and other categories.
