Forest Planning Process

STEP ONE: Notice of Intent (NOI)

WHAT IT IS: The Forest Service will post a Federal Register notice describing the need for change in management plan of a national forest. The notice also identifies the major issues that the Forest Service proposes to address in the plan revision. The NOI, also referred to as 'scoping', will solicit comment from the pubic about other issues not included or whether the public agrees or disagrees with the proposed action. Contact information and deadline for comments is also included. Comment period will vary; generally at least 30 days and not more than 180 days.

WHAT YOU CAN DO: This is your opportunity to submit comments about the agency's plans and to tell the Forest Service what you consider to be the major issues the planning document should address. For instance, if you are concerned about the lack of camping opportunities in certain areas, that is an issue to address. Other issues can include vegetation management to reduce fire danger or maintenance of campgrounds and access routes for hunting, fishing, an other recreation activities.

This is also an opportunity for you to develop and propose alternative options for how you would like the area managed. You can advocate desired future conditions and management objectives to protect values that benefit current and future generations.

You can also promote special management areas such as special recreation areas. During the scoping process you should reinforce the need for management of recreation opportunities that protect natural resources.
