These comments are submitted on behalf of the California Association of 4 Wheel Drive Clubs (CA4WDC) and its membership. CA4WDC represents clubs and individuals within the State of California that are part of the community of four-wheel drive enthusiasts. Many of our members and supporters live in and/or recreate in the area covered by the Scoping Notice for the Greater Sage-Grouse Bi-State Distinct Population Segment Forest Plan Amendment Environmental Impact Statement (EIS). For purposes of this comment document, the Greater Sage-Grouse will be referred to hereafter as the Grouse. This document shall not supplant the rights of other CA4WDC agents and organizational or individual members from submitting their own comments and the agency should consider and appropriately respond to all comments received to this proposed planning project.
CA4WDC strongly feels that the agency’s goals and objectives to protect the Bi-State Sage Grouse habitat can be met without severely limiting or restricting responsible managed motorized recreation uses within the planning area. Thank you for this chance to comment and we look forward to assisting in the NEPA planning process as it moves forward.
CA4WDC intends to challenge alternatives, or elements thereof, that are based on junk science or anecdotes. The agency must document a nexus between any alleged “need to protect” and any resulting decision to restrict motorized travel.
The proposed action must take into account all data and analysis from previous planning efforts in the region covered by this Proposed Action.
