The Weekly Preview - House Natural Resources Committee (July 7 – 11, 2008)

On the House Floor:

On Tuesday, the House of Representatives is expected to consider under suspension of the rules the following 4 bills under the jurisdiction of the House Natural Resources Committee:

o       H.R. 5741 (Bordallo): To amend the High Seas Driftnet Fishing Moratorium Protection Act and the Magnuson-Stevens Fishery Conservation and Management Act to improve the conservation of sharks. “Shark Conservation Act of 2008”
o       H.R. 3981 (Brad Miller): To authorize the Preserve America Program and Save America's Treasures Program, and for other purposes. “Preserve America and Save America's Treasures Act”
o       H.R. 1423 (Visclosky): To authorize the Secretary of the Interior to lease a portion of a visitor center to be constructed outside the boundary of the Indiana Dunes National Lakeshore in Porter County, Indiana, and for other purposes.  “Dorothy Buell Memorial Visitor Center Lease Act”
o       H.R. 4199 (Turner): To amend the Dayton Aviation Heritage Preservation Act of 1992 to add sites to the Dayton Aviation Heritage National Historical Park, and for other purposes.

Later in the week, the House of Representatives is expected to consider the following 2 bills, subject to a rule, under the jurisdiction of the House Natural Resources Committee:
o       H.R. 415 (Frank): To amend the Wild and Scenic Rivers Act to designate segments of the Taunton River in the Commonwealth of Massachusetts as a component of the National Wild and Scenic Rivers System.
o       H.R. 1286 (Hinchey): To amend the National Trails System Act to designate the Washington-Rochambeau Revolutionary Route National Historic Trail. “Washington-Rochambeau Revolutionary Route National Historic Trail Designation Act”

On Thursday, the Subcommittee on National Parks, Forests and Public Lands will hold a legislative hearing to receive testimony on the following 9 bills:
H.R. 160 (Holt): To amend the American Battlefield Protection Act of 1996 to establish a battlefield acquisition grant program for the acquisition and protection of nationally significant battlefields and associated sites of the Revolutionary War and the War of 1812, and for other purposes. "Revolutionary War and War of 1812 Battlefield Protection Act"
H.R. 1847 (Mark Udall): To amend the National Trials System Act to clarify Federal authority relating to land acquisition from willing sellers for the majority of the trails in the System, and for other purposes. "National Trails System Willing Seller Act"
H.R. 2933 (Gary Miller): To amend the American Battlefield Protection Act of 1996 to extend the authorization for that Act, and for other purposes. "Civil War Battlefield Preservation Act of 2007"
H.R. 3299 (Musgrave): To provide for a boundary adjustment and land conveyance involving Roosevelt National Forest, Colorado, to correct the effects of an erroneous land survey that resulted in approximately 7 acres of the Crystal Lakes Subdivision, Ninth Filing, encroaching on National Forest System land.
H.R. 3336 (Lamborn): To direct the Secretary of the Interior to carry out a study to determine the suitability and feasibility of establishing a historic district to the Camp Hale on parcels of land in the State of Colorado. "Camp Hale Historic District Study Act"
H.R. 3849 (Bishop): To provide for the conveyance of parcels of land to Mantua, Box Elder County, Utah. "Box Elder Utah Land Conveyance Act"
H.R. 5263 (Grijalva): To encourage the collaborative, science-based ecosystem restoration of priority forest landscapes on Federal lands under the jurisdiction of the Bureau of Land Management and the Forest Service through a joint Collaborative Forest Landscape Restoration Program, and for other purposes. "Forest Landscape Restoration Act"
H.R. 5751 (Pastor): To direct the Secretary of the Interior and the Secretary of Agriculture to jointly conduct a study of certain land adjacent to the Walnut Canyon National Monument in the State of Arizona, and for other purposes. "Walnut Canyon Study Act of 2008"
H.R. 6177 (Rodriguez): To amend the Wild and Scenic Rivers Act to modify the boundary of the Rio Grande Wild and Scenic River. "Rio Grande Wild and Scenic River Extension Act of 2008"

Also on Thursday, the Subcommittee on Fisheries, Wildlife and Oceans will hold an oversight hearing on "Going, Going, Gone? An Assessment of the Global Decline in Bird Populations."  The Subcommittee will examine recent scientific research by bird experts that has documented noticeable, if not significant, declines in many common bird populations in the United States and abroad.  The purpose of the hearing is to further investigate these trends and the factors affecting stressed bird populations and bird habitats, and to explore possible policy options to reverse these trends and recover healthy bird populations.

On June 25, the Committee on Natural Resources approved the following Committee Resolution and 6 bills:
Committee Resolution (Grijalva) dealing with an emergency withdrawal of certain Federal lands near Grand Canyon National Park.

H.R. 1907 (Saxton): To authorize the acquisition of land and interests in land from willing sellers to improve the conservation of, and to enhance the ecological values and functions of, coastal and estuarine areas to benefit both the environment and the economies of coastal communities, and for other purposes. "Coastal and Estuarine Land Protection Act"
H.R. 3227 (Doc Hastings): To direct the Secretary of the Interior to continue stocking fish in certain lakes in the North Cascades National Park, Ross Lake National Recreation Area, and Lake Chelan National Recreation Area.
