Help Save the OHV Program - Support AB-1077

Your assistance is needed to help save the California OHV Program.  Assembly Bill 1077 has been introduced and is scheduled for its first hearing before the Assembly Committee on Water, Parks, and Wildlife on April 4, 2017.  This proposed bill is supported by state OHV groups and would keep the OHV program as it now exists.

The immediate need is for people that live within the districts of Members of the Assembly Committee on Water, Parks, and Wildlife to send letters asking them to SUPPORT AB-1077.  A list of those members is provided below.

You can either write and mail a letter, send an email with the below text (about 1670 characters) or leave a posting on the Member’s Facebook Wall.

For a letter:

The members are addressed as Honorable (first name) (last name)

The heading across from the address will say:   AB-1077 (O’Donnell) Support

I am asking for you to support Assembly Bill 1077 by Assemblymember Patrick O’Donnell which reauthorizes the unique and heralded California Off-Highway Motor Vehicle Recreation (OHMVR) Program.

The OHMVR Program assures that quality recreational opportunities remain available for future generations by providing for maintenance, education, conservation, and enforcement that balance OHMVR recreation impact with programs that monitor, conserve and protect cultural and natural resources.

AB 1077 best honors the intent of the 1971 Chappie-Z’Berg Act and the subsequent diverse stakeholder process in 2007 that led to historic bi-partisan legislation (SB 742-Steinberg) that reauthorized the current California OHMVR Program.

Managed by the Department of Parks and Recreation OHMVR Division and Commission, the current OHMVR program is often cited as the national Gold Standard in modern environmentally-sound motorized recreation.

At a public meeting in Sacramento on July 19, 2016, California Department of Parks and Recreation Director Mangat stated: "This OHV program is the national model. It's not just the great program in the State of California, it is the national model, and we recognize that.”

The OHMVR Division has administered this program for the last 35 years, is completely self-funded and does not rely on any General Fund support.

I urge you to SUPPORT AB-1077 which reauthorizes the unique and heralded state OHV program. The only program change being proposed is the removal of the sunset clause which would make the program permanent, similar to the specially funded Division of Boating and Waterways and all other divisions within the Department of Parks and Recreation.
